People of color have historically been sent to correctional facilities for using illicit drugs such as heroin and crack cocaine. However, our punishmental paradigm has begun to shift as an increasing number of white Americans are using the same drugs. Why is drug use in people of color a criminal offense while drug use in whites a public health issue?
